promoting local capacity building and a more open democracy that unleashes the leadership and talents of all Kosovans. In particular, expand local capacity-building efforts in key priority areas of the PISG through methods that reduce dependency on international agencies and their advisors.
Since the establishment of UNMIK in 1999, international development partners organized countless technical training programmes for Kosovan civil servants and politicians for a more effective, accountable and participatory governance.
The piecemeal approach to training driven by uncoordinated donor assistance, lack of a clearly defined training policy at the central level, an absence of formulated objectives, etc., has led, in part, to training programmes that are often based excessively on supply instead of demand. Given Kosovo's complex transition to a modern, democratic system of governance, it is not surprising that current, conventional approaches to civil servants training are insufficient.
